The FPAC Annual Meeting took place on September 21, in the Costin Room of the Framingham Public Library. President Joel Winett opened the meeting with thanks to departing board members Frank Walls, Mort Shuman, Ron Rego, and special recognition of member Bill Rabkin for his extraordinary volunteer contributions.
Next, the President gave a report to members of the year’s highlights:
· The FPAC Board of Directors made a presentation to the Board of Selectmen in January, updating the Selectmen on FPAC’s activities and requesting distribution of Verizon and RCN cable funds. The Board of Selectmen voted for even distribution of cable money after INET and legal fees, but had not yet implemented it by the September meeting.
· During the first half of 2009, the Board, assisted by ESC consultants, participated in a strategic planning process, completed in July. The process included multiple surveys of viewers, members, the Board of Selectmen, the School Committee and other Access stations. Among the highest priorities for the coming year are updating policies and procedures, and implementing internet video.
· FPAC will remain housed in Fuller Middle School until at least June 30, 2011, and possibly until June, 2012, while investigating the possibilities for a new facility in the future.
· Minor By-Law changes were made to remove ambiguities. The Member Policies and Procedures are under complete review and revision. Some membership policy changes have been approved, and membership prices are increasing modestly.
· FPAC became a sponsor of the Framingham Concerts on the Green and, as in previous years, taped the concerts for cablecast.
Treasurer Mike Cunningham reported that cable revenue is down slightly, and the annual restricted equipment funds are coming to an end. A reserve fund was created. Substantial expenditures during the past year included leasehold improvements, new equipment, and professional services. Cable revenues from RCN and Verizon had not yet been received.
Executive Director Steve Innis reported that membership has increased from the previous year, and noted numerous facility improvements, including signs, kitchenette, separate control room, labeled parking spaces, and an enclosure to secure the production truck. FPAC also received the Framingham Rotary’s Organization of the Year Award.
Board elections were then held. Elsa Hornfischer was elected to fill the open one-year position created by a resignation. Dave Hutchinson was re-elected to another three-year term and members Bill Rabkin and James Komola were also elected to three-year terms.
